Hi Jerry,
Based on the listed features, I will be able to use an online program to create your app which will save a lot of time and money. During the first week of development, I will layout the structure and import some of the content. After the pages are laid out, a preview will be sent to you for approval. Once the layout is approved, the rest of the content will be imported. After the final approval, the app will be submitted to Apple and Google. There will also be a web version that will be available for Windows phone users. The back end to the app will have an easy-to-use dashboard that will include analytic reports, and your push notification scheduler. The push notes can be targeted by location. The events page will be designed to be interactive, where people can check in and share photos for each specific event. The karaoke book can be done several ways. The easiest and cheapest way would be to post the PDF from your website directly on it. The time consuming way would be to redesign it to have clickable tabs sorted by artist. This would be easier with an excel version of the list. The rest of the pages are pretty standard. In addition to the app, I will design cards or fliers to promote the app. The development cost will be $2,000 with the structured karaoke list and $1,500 with the PDF version. One year of hosting will be $750. The payment structure will be 50% up front, the hosting costs needs to be paid before the app is published, and the remaining balance is due 30 days after launch.

This app builder is what makes the scaleability for your app idea a simplicity. Read over this reseller program overview. http://www.biznessapps.com/white-label-program.pdf
Summary:
For $300 per month, we would have use of the app builder and backend systems that are labeled with your company's brand (or a new brand that is geared towards selling apps). With these credits, we would be able to publish 30 iPhone apps and unlimited android apps and mobile sites. With this commitment, we would also have initial design done by their team for $200 per app (but I have personally built a dozen and it is actually easier to do it because you can have a personal touch). If we charge $50 per month for app hosting, after 6 apps, the cost will be covered and with a design cost of $1,000-$2,000, we will have an extra 6-12k in our pockets. There are hundreds of ways to calculate the math to figure out individual pricing.
This article describes the functions of the geofencing for my WYSIWYG app builder that we will use.

In summary, it says that with unlimited push notes, you can set any number of messages to any different locations. This would be useful for your events.
