Simple Conversion
With a simple conversion, I can extract the data and replace into a standard mobile form. Then I will access your domain registrar (Probably Network Solutions) and create a mobile redirect to detect whether the search is from phone or desktop / tablet. Your image galleries are supported by an Adobe Flash-based gallery, which is unsupported by phones. In lieu of this, I could change the page on mobile to reflect your Instagram page's posts.
Doing this simple conversion and registration will take a day's worth of work on my end, and my time will cost $300. The hosting cost is $15 per month, but can be paid for a year in full at $120.
Advanced Conversion
With an advanced conversion, I will take similar steps to the mobile conversion, but I will include mobile plugins to trigger mobile capable actions such as a click-to-call button, map-launcher, and social network links. Additionally, I can reformat your image galleries to resemble the current setup you have. To do this, I will need a drive with all of the files on it organized by festival. The simple conversion can be upgraded to the advanced conversion at any time, by paying the difference in cost.
This advanced conversion will take much more time and technical work, which will put my costs at $600. The hosting will remain the same, at $15 per month or $120 per year.

I will accept payment for my time in cash, check, Paypal, credit/debit (6% processing fee), and festival passes can be credited at 50% mark-down from pre-sale price. Hosting costs can not be paid in festival credit. Please provide payment within reason of delivery. I will provide a detailed invoice for your records upon receipt.
